The EU's Spring Package: The radical agenda the EU needs?, ODI Event, June 2010

Simon spoke at this event which considered the EU ‘Spring Package’ on development: the first major policy statement by the new Development Commissioner, Andris Piebalgs. Does the package mark new strategic leadership? Does it suggest the Commissioner will take political risks?
