Every ten years the World Bank's flagship publication, the World Development Report ( WDR), deals with the overarching issues of poverty reduction,  The current review, Attacking Poverty (2000), prompts two key questions: does the bank have anything sensible to say about poverty reduction in developing countries and, if it does, are there implications for poverty policy in developed countries?................
